Malta are the visitors to Windsor Park on Friday night for the opening game of the campaign, before the Oxtoby side travel to Bosnia and Herzegovina on Tuesday.
Australia's coach recalled Brenna McPartlan for the doubleheader. The Burnley star won his one and only cap for his country in 2017.
Oxtoby are also hoping to use London City Lionesses player Connie Scofield. The midfielder is awaiting international clearance ahead of the April double-header.
The former Chelsea boss did not rule out further additions to the Northern Ireland squad.
“Sometimes change is good
“Every camp seems to have new faces, whether it's staff or players. It keeps everyone on their toes. We have said all along that the door is open to all and the players who come in have played.
“I wouldn't be surprised if there were to be more changes.
“We're looking at the future of this team, we want to try and play. They're going to play a very, very important part in that, and our experienced players play a huge part in that as well, in training them in all the things that we're trying to implement.” .
“I think it's healthy in any high-performance sport, it's to have competition for places and make sure you pick the form and the strategy of what you want to go after.
“I think we're in a really good place for that.”
Oxtoby says her side are determined to put in a good performance for the Green and White Army at Windsor Park on Friday.
“Playing at home gives the fans a chance to come and watch us on a Friday evening and we're excited,” he said.
“We want to put in a really strong performance, we want to make them proud in terms of the way we play our football.
“We had a meeting there a little while ago, and we were talking about how we are two equal teams in terms of the way we go about our football.
“So it's going to be a great game and hopefully the home fans can get us over the line.”
The two qualifiers in April will be followed by two games against Portugal in May. The top three teams from the four-team group will qualify for a play-off series as Northern Ireland look to repeat the feat of qualifying for Euro 2022.
